Oscars expand social media outreach for 85th show

LOS ANGELES (AP) ? The Academy of Motion Picture Arts and Sciences is encouraging celebrities to tweet during the Oscars.
The film organization has expanded its digital outreach for the 85th Academy Awards with a new feature that lets stars to snap photos of themselves backstage during Sunday's ceremony and instantly post them online.
What Twitter calls a "Magic Mirror" will take photo-booth-style pictures of participating stars in the green room and send them out on the academy's official Twitter account. Organizers expect multiple celebrity mash-ups.
The backstage green room is a private place for stars to hang out before taking the stage and is typically closed to press and photographers.
The Magic Mirror is "giving access to fans at home a part of the show they never got to experience before," Twitter spokeswoman Elaine Filadelfo said Friday.
A new video-on-demand/instant replay feature also being introduced Sunday will allow Oscar fans to view show highlights online moments after they happen and share them with friends on Twitter and Facebook. Dozens of clips from the red carpet and the awards telecast will be available on the official Oscar website beyond Sunday's ceremony.
Oscar.com also offers other behind-the-scenes interactive features, including various backstage camera perspectives and a new live blog that aggregates the show's presence across social media. It will track the traffic on whatever makes a splash, like Angelina Jolie's right leg did last year.
The academy wants to make its second-screen experience just as rich as its primary one.
"Social media is now mainstream," said Christina Kounelias, chief marketing officer for the academy.
"We're not doing social media to reach out to young kids," said the academy's digital media director, Josh Spector. "We're doing it to connect with all Oscar fans."

Though the Steelers are likely set at the safety position in terms of starters in 2013, with Troy Polamalu and Ryan Clark reprising their roles, that doesn't mean they're set when it comes to depth.
Both Will Allen and Ryan Mundy are unrestricted free agents and represent the best of their safety depth?okay, "best" might be a stretch when it comes to Mundy?which will require the team to make an addition at the position in the draft.
What the Steelers need is someone who can contribute in nickel and dime situations right away (as well as on special teams) but who could blossom into a starter to replace Clark and/or Polamalu in as little as a year's time.
Luckily for the Steelers, this year's safety class is deep and talented, so they won't need to spend their first round pick on someone who can provide them with that kind of profile.
One option is Jonathan Cyprien from Florida International. As a small-school prospect, Cyprien has the opportunity to increase his draft stock while getting some close attention by scouts from around the league.
Cyprien should already be on the Steelers' radar, however, based on his Senior Bowl performance, which featured both hard-hitting,?run-stopping plays and solid coverage skills.
Cyprien's stock could rise enough that he could become a second-round pick for the right team, and the Steelers could certainly make that move; however, he could end up being a high-value third- or fourth-round selection as well.
The combine will give the Steelers a close enough look at Cyprien to help figure out just what he'd be worth for them.

Question: I'm getting ready to do my taxes soon and would like to know if there are any good mobile apps or websites that will make this less painful and stressful (besides the obvious tax prep tools, of course). Help me get all the stuff I need organized!
Answer: Ah, tax season. Just the thought of it gives some of us headaches. The good news is there are lots of free and inexpensive apps and tools that can greatly simplify this awful process, from getting organized to filing your return. Here's what we recommend.
Get your tax documents in orderIf you have an uncomplicated return (one W2, for example, and take the standard deduction), congratulations: You don't have to worry much about organizing your tax records. For everyone else, though, managing the piles of receipts and other documents is a big part of the pain. Several apps can help with that.
Evernote: The Swiss Army knife of note taking and capture tools, Evernote excels at keeping your documents categorized into notebooks. You can set up a tax notebook and then either sub-notebooks or tags for different categories like income statements, interest earned, charitable contributions, and the like. Combine Evernote with compact scanner Doxie or ScanSnap, and you can quickly file your receipts in Evernote. Another strategy is to use webapp automation serviceIFTTT to automatically send any emails you tag in Gmail with a tax label to your Evernote tax notebook. Handy!
Shoeboxed: If scanning and managing all those papers isn't your thing, take a look at receipt scanning solution Shoeboxed. As we've previously mentioned, you can mail, email, or upload your receipts to Shoeboxed and they'll OCR and categorize the documents for you. You can export those receipts to popular tax programs, as well as Evernote, and mobile apps are available. A free account lets you store 5 documents per month, while premium plans starting at $9.95 give you more capacity.
Slice: Slice is a brilliant receipt and package tracking webapp and mobile app. It scans your Gmail for receipts and gives you an overview of your entire purchase history. Last year, I used the convenient listing to find tax-deductible receipts I had forgotten about.
Expensify (pictured right): If you can take deductible expenses like car mileage and meals and entertainment expenses when you travel for business, Expensify has your back. The mobile apps and web receipts extension capture all those stray receipts and attachments and can turn them into IRS-approved eReceipts. It's a great app for independent contractors.
Your personal finance program and financial accounts: Of course, don't forget to consult your personal finance tool, such as popular Mint or Quicken to see spending by category and find all those deductible expenses. Both can port your information to TurboTax.
Also, your year-end statements from your credit card or bank can also come in handy if you're hunting down your tax-related expenses. (American Express has an awesome searchable and sortable view of statements by category.)
TaxCaster by TurboTax (pictured right): Want a sneak peek at how much of a refund (or tax bill) you'll get this year? This free tax refund calculator will estimate your taxes based on your quick inputs. It's available online, for Android, and for iOS.
Bloomberg BNA Quick Tax Reference: This app for Android,iPhone, and BlackBerry gives you instant access to tax rates and other handy information, such as IRA limits, mileage rates, and more. It's developed for financial professionals, but also offers useful tools like quickly calculating your total tax.
TaxACT Central: A companion app to the popular, free tax filing service, TaxACT Central can answer your tax questions and keep you organized, with a convenient checklist of what you need to file. You don't have to use TaxACT for filing to make use of the Android or iPhone app.
File your taxes and monitor your refundWe generally recommend going to a tax professional unless you have a very simple return. If yours isn't complicated, though, mobile and desktop apps can streamline filing your return and tracking your refund.
TurboTax SnapTax (pictured right): You can file your taxes in as little as ten minutes using this simple Android and iPhone app. Snap a photo of your W2, answer a few questions, and file right from the phone or online. (Isn't the future great?) This app is only for those who: make under $100,000 ($120,000 if married); only have W2, interest, or unemployment income; and don't own a home. Free to try, but $24.99 to file both federal and state.
H&R Block also offers mobile tax apps. The 1040EZ for Smartphone prepares your simple federal and state returns for free on Android and iPhone. There's also a iPad app not limited to 1040EZ returns, with free federal filing for simple returns and an additional fee for state filing.
Of course, both of these tax services (and many others) have desktop and/or webapps. Not all tax preparation software will give you the same results, though.ConsumerSearch has rounded up reviews of the top four tax prep applications, and Get Rich Slowly has an excellent (yet older) price comparison of these solutions and services.
IRS2Go: From Uncle Sam himself, IRS2Go doesn't let you file taxes from the Android oriPhone apps, but you can check the status of your refund, get tax law updates, request a copy of your tax records in the mail, and watch IRS YouTube videos. (Perhaps not the most exciting download, but we are talking about the IRS and taxes here.)
Grab these apps and put them in a new tax organization folder and you'll be set for this tax season and beyond.

WACO, Texas (AP) ? Brittney Griner scored 30 points and No. 1 Baylor celebrated a Big 12 title already in hand with dozens of former players in the stands for a 67-47 victory against Texas on Saturday.
Griner outscored the Longhorns by herself in the first half, contributing with 20 of the Lady Bears' 30 points. She finished with 11 rebounds and five blocks.
Baylor (26-1, 15-0 Big 12) finished the first half with an 11-2 run for a 30-16 lead in its 24th consecutive victory. The Lady Bears extended a pair of record streaks to 54 straight home wins and 37 in a row in conference. All three streaks are currently the longest in the nation.
Chassidy Fussell led Texas (10-16, 3-12) with 16 points but was just 7 of 20 from the field with six turnovers.
Texas scored six straight points to get within 19-14 when Kimetria Hayden hit one of her two 3-pointers ? the only long-range buckets for Baylor ? to start the half-ending run. Griner was honored before the game for becoming the eighth Division I woman with 3,000 career points in Monday's win at No. 3 Connecticut. She moved up to No. 5 on the career list, passing Cindy Blodgett (Maine), Cheryl Miller (Southern California) and Chamique Holdsclaw (Tennessee). She's six points behind UConn's Maya Moore.
Griner also became the first player with 700 career blocks. She broke the NCAA record earlier this season. She has at least one block in 76 straight games.
The Lady Bears thought they'd need a win over Texas to clinch their third straight Big 12 regular season title, but losses by Iowa State and Oklahoma helped secure it last weekend.
The second half was mostly a prelude to a postgame championship celebration, with Texas staying within the halftime deficit most of the time before a 9-0 run for a 61-39 lead. Brooklyn Pope finished the spurt with back-to-back layups.
Baylor, which shot 41 percent, held Texas to 35 percent and forced 23 turnovers. Pope drew the biggest cheer of the game in the first half with an emphatic block of a layup by Brady Sanders.

First things first: We still haven't seen the PlayStation 4. Managing Director of Guerilla Games Hermen Hulst came by the Late Night with Jimmy Fallon show with a prototype unit (not shown) loaded up with the Killzone: Shadow Fall demo we saw at the press conference. Jimmy and guest Anthony Anderson played a bit, with varying degrees of success and were predictably impressed by the new system, due to release by the end of this year. Unfortunately, there's no new information to be had, unless you wanted to know what the ceilings in the game look like (clearly, Anderson prefers to play shooters inverted). Cellular renewal process may underlie benefits of omega fatty acids

A search for genes that change their levels of expression in response to nutrient deprivation has uncovered potential clues to the mechanism underlying the health benefits of omega fatty acids. In the Feb. 15 issue of Genes & Development, Massachusetts General Hospital (MGH) researchers describe finding that feeding omega-6 fatty acids to C. elegans roundworms or adding them to cultured human cells activates a cellular renewal process called autophagy, which may be deficient in several important diseases of aging. A process by which defective or worn-out cellular components and molecules are broken down for removal or recycling, autophagy is also activated in metabolically stressful situations, allowing cells to survive by self-digesting nonessential components.
"Enhanced autophagy implies improved clearance of old or damaged cellular components and a more efficient immune response," says Eyleen O'Rourke, PhD, of MGH Molecular Biology, lead author of the report. "It has been suggested that autophagy can extend lifespan by maintaining cellular function, and in humans a breakdown in autophagic function may involved in diseases including inflammatory bowel disease, Parkinson's disease, and in a more complex way in cancer and metabolic syndrome."
O'Rourke is a research fellow in the laboratory of MGH investigator Gary Ruvkun, PhD, whose team investigates the development, longevity and metabolism of C.elegans. Ruvkun and other researchers have discovered that simple mutations in genetic pathways conserved throughout evolution can double or triple the lifespan of C. elegans and that similar mutations in the corresponding mammalian pathways also regulate lifespan. Many of these mutations also make animals resistant to starvation, suggesting that common molecular mechanisms may underlie both response to nutrient deprivation and the regulation of lifespan.
To find these mechanisms O'Rourke searched genomic databases covering many types of animals for shared genes that respond to fasting by changing their expression. She found that expression of the C. elegans gene lipl-4 increases up to seven times in worms not given access to nutrients. A transgenic strain that constantly expresses elevated levels of lipl-4, even when given full access to food, was found to have increased levels of arachidonic acid (AA), an omega-6, and eicosapentanoic acid (EPA), an omega-3 fatty acid and to resist the effects of starvation.
Following the implication that omega fatty acids stimulate a process leading to starvation resistance, the researchers found that feeding AA and another omega-6 fatty acid, but not EPA, activated autophagy in non-transgenic C. elegans with full access to nutrients. Since activation of autophagy has been shown to increase lifespan in several genetic models, the authors tested the effect of omega-6 fatty acids on C. elegans lifespan and found that roundworms consuming a full normal diet supplemented with omega-6 fatty acids lived 20 to 25 percent longer than usual.
Since dietary supplementation with both omega-3 and omega-6 fatty acids has been shown to prevent or improve several human health conditions, the researchers tested the response of cultured human cells to omega fatty acid supplementation. As in C. elegans, the human cells responded to supplementation with the omega-6 acids, but not to EPA, by activation of autophagy, measured by levels of marker proteins. That result suggests that omega-6 acids induce autophagy across the full range of multicellular animal species. The researchers then showed that the lifespan-increasing properties of omega-6 fatty acids in C. elegans depend on the presence of genes required for autophagy.
"Almost all the mechanisms of lifespan extension studied until now ? sterility, insulin insensitivity, and caloric restriction ? have been shown to depend on activation of autophagy," says O'Rourke. "Our finding that omega-6 supplementation activated roundworms' cellular response to fasting ? namely autophagy ? even though the worms were eating normally suggests that consumption of omega-6 fatty acids may provide the benefits of caloric restriction without the need to limit food consumption. It also suggests that the reported benefits of omega-6 acids could depend in part on activation of an evolutionarily ancient program for surviving food deprivation."
O'Rourke and her co-authors note that many investigators and clinicians believe that omega-6 fatty acids ? commonly found in meats, poultry and vegetable oils ? may increase the risk of cardiovascular disease, despite epidemiologic evidence that omega-6 consumption actually reduces cardiovascular risks. "We hope that our findings ? made by investigating the cellular responses of a 1-millimeter roundworm ? will lead the scientific and medical community to look back at all the epidemiologic, basic and clinical research data and to study the effects of omega-6 fatty acids on multiple types of human cells and live animals in order to gain better knowledge on how balanced intake of these nutrients benefits human health," she says.

How to hire a freelance Annual Report writer
There are a number of things to look for when hiring a freelance writer for any project. For a once-a-year event like an Annual Report the stakes are even higher. A well-written and attractive Annual Report, especially one that wins awards, is a competitive differentiator, helping brand a company by listing past accomplishments and strategic direction.
Whether you hire me or someone else, you?ll know you?ve found a world-class freelance writer when they can show they?ve mastered these seven key skills:
1. Simplifies large amounts of complex data
By definition, an Annual Report covers a company?s entire achievements for the year. The writer needs to review sources of data that include Press Releases, the company website, competitor?s websites and their Annual Reports, financial data, research reports, white papers and more. Their task is to produce copy that summarizes and simplifies the raw material in a way that meets the requirements for the report. In my experience, this requires an ability to sort, organize, prioritize and retain massive amounts of incoming data.
Key Skill: You need a writer with the experience to review vast amounts of data from every division in the company. Then turn around and write simple 50-, 100- or 500-word summaries.
2. Communicates as well in person as on the page
In addition to the raw data, content from the report comes from people throughout your organization. While conducting research, I might meet with engineers and product specialists one day, review numbers with the finance team the next, and interview the CEO to better understand their point of view. My writing skills are table stakes. But the ability to communicate with people is just as important. A big part of being an effective writer is talking with other people and gaining their trust.
Key Skill: In addition to world-class writing skills, the person you hire needs to be able to communicate with people at all levels in the organization.
3. Is a team player who respects your goals
No one person will create the Annual Report. It?s a team effort and a time-consuming task. Engaging a freelance writer takes the burden off full-time staff, and brings a valuable outside perspective to the content. A freelance writer must be willing to collaborate on drafts until everyone has reviewed and signed off on the content. This is often easier for a freelancer, who does not have a stake in the politics of the organization. The writer needs an ability to handle constant change and the humility to make the full-time staff look good. They need to check their ego at the door and respect the ideas and values of the client.
Key Skill: Like a speechwriter, a freelance writer must be comfortable working anonymously. No writer should expect a byline on an Annual Report.
4. Has what it takes to survive in the corporate world
Many successful writers prefer to work alone. Novelists and poets are often uncomfortable away from their desk. While you need an accomplished writer, a recluse won?t survive in the corporate world. Look for a freelance writer who assumes full responsibility for their commitments.
Key Skill: Hire someone who has what it takes to work in a corporate environment, shows up for meetings on time, meets deadlines and respects the chain of command.
5. Is a diplomatic and impartial observer
Each division of a company would like to be the star of the Annual Report. A freelance writer can be a fair judge of content that comes from different divisions. In addition to resolving competing claims for column inches, someone from outside can manage style variations and write with a consistent voice and style. The last thing you want is a report that seems as if it?s written by divisions with different agendas. Someone has to be the guardian of the core message.
Key Skill: Asses the writers? diplomatic skills. They must be comfortable with conflict and have absolute discretion when resolving competing claims for attention from divisional heads.
6. Excels at storytelling
Stories humanize content. They provide the narrative and context which heightens interest and helps the reader remember the information. Effective storytelling requires command of the language plus the flair to find ways to differentiate achievements.
I?m impressed by the team at NPR Planet Money who bring dry economic data alive through compelling stories. This should be required listening for all budding Annual Report writers.
Key Skill: Beyond the ability to synthesize the facts, a good writer should be able to weave a story from the content so the report is as rich and interesting as possible.
7. Understands the world of business
While a freelancer might lack the deep subject expertise of your employees, they should have a solid understanding of the changing world of business and the major issues of the day. This knowledge base helps calibrate the value of the content and puts the issues faced by your company in perspective. It comes from the writer?s commitment to being a student of business.
Key Skill: Look for a writer who is well read. Subscribers to the Financial Times, Wall Street Journal or Economist have the edge.
Next Steps
If you are considering hiring a freelancer writer to help produce your next Annual Report, start interviewing candidates early. Ask for writing samples. Expect to work with a freelancer writer for two to three months to produce a report. They should be flexible about billing, either charging by the hour or a flat-rate fee. If you find a writer who does good work, make sure to lock them in for next year?s report as soon as you have finished the current project.

It's easy to dismiss the Lumia 620 as yet another cheaply-priced smartphone, but that isn't the case. In fact, Nokia's latest release made me completely rethink Windows Phone. Sure, the mobile OS lacks the app selection of its rivals, but maybe I didn't need them to begin with. Maybe I didn't need the same processor found in rival Android devices to run an OS that's generally much lighter and more direct. Perhaps Nokia thought the same thing, because in reading over the Lumia 620's spec sheet, there's a lot of decidedly low-to-middleweight hardware. But it's hundreds of dollars less than the Lumia 920 and once I got my hands on it, I realized this was the Windows Phone I had been waiting for.

The Lumia 920 attempted to play on its strengths (like admittedly superb low-light photos and an enhanced touchscreen) to warrant the premium, but it doesn't quite hit home for me. Dropping any price-tag pretension, it's the Lumia 620 that is Nokia's most compelling Windows Phone to date.

Crippled cruise ship finally docks in Ala.
MOBILE, Ala. (AP) ? A cruise ship disabled for days at sea has pulled into the port at Mobile, Ala., but passengers who have described miserable conditions aboard still have hours to wait before they can walk on solid ground.
The Triumph was pulling into port at about 9:15 p.m. Central time Thursday after taking about six grueling hours to be towed from the mouth of Mobile Bay some 30 miles to the port.
Anxious passengers are lining the decks waving, cheering loudly and whistling to those on shore.
Carnival says the 3,000 or so passengers have the option of a seven-hour bus ride to the Texas cities of Galveston or Houston or a two-hour trip to New Orleans. Buses are standing by to take them to their next stop.

Mayor Bloomberg aims to ease range anxiety in NYC with 10K EV charging points by 2019
Most electric vehicle news as of late has been focused on the Telsa Motors vs the New York Times situation, but lest we forgot it's not all about Model S sedans and Superchargers. Giving his State of the City 2013 address for New York, Mayor Bloomberg let loose some exciting prospects for the EV faithful. As SlashGear notes, the city aims to expand beyond its 220 charging points (100 of which are public) to a whopping 10,000 (including 30 more for the city government) by 2019, while hoping to have landlords make 20-percent of all parking friendly to EVs. Beyond that, the city will test the viability of two quick-chargers that would allow some vehicles to juice up in about 30 minutes. Whether the city ultimately approves the lofty plans it their current form will remain to be seen, but, at the very least, we'll be glad to have more in place for decreasing range anxiety near the Big Apple. Mardi Gras revelers refuse to let rain dampen celebration
NEW ORLEANS (AP) ? Wet streets, puddles and soggy ground greeted revelers who braved rainy forecasts threatening to wash out Mardi Gras, New Orleans' biggest free show.
Freddie Zeigler, a National Weather Service meteorologist in Slidell, La., said there's an 80 percent chance of rain Tuesday, with showers likely moving into the metro area during the morning. Fog blanketed the riverfront and business district in the early morning.
Still, lulls are predicted throughout the day and no parades had been canceled.
"It's going to be dicey though for parades, but it all depends on how fast that warm front moves to the north," Zeigler said.
Riders in the Zulu parade ? the first of the day's float processions ? boarded floats staged before dawn at the city's huge convention enter. They loaded aboard the trinkets, beads, doubloons and other throws that hundreds of thousands would be clamoring for in a matter of hours.
Zulu was the first float parade of the day, starting at 8 a.m., and would be followed by the parade of Rex, King of carnival, two hours later. Behind them would come hundreds of trucks decorated by families and social groups.
Street marching hit the streets ahead of Zulu and Rex, with clarinetist Pete Fountain's Half-Fast Marching Club leading the way shortly after dawn. Others with colorful names such as the Jefferson City Buzzards would follow, tossing beads to the crowds along stately St. Charles Avenue and winding their way into the city's business district.
Fountain and his clubmates were clad in garish red suits and feathered hats as they got ready to march in the Garden District.
Fountain no longer walks the route, which will take him to the French Quarter, but rides a wheeled trolley. As he boarded under the early light peeking through overcast skies, parade-goers snapped photos with camera phones.
Fountain wasn't worried about the rain forecast.
"This is my life," he said, referring to his 63rd parade with the group. "We're going to make it before it rains."
Bob Johnson sipped on a screwdriver as he prepared to march with Fountain. "This is a half-healthy drink," he joked.
Johnson has done parades on floats and has been with Fountain's street marchers for six years. "It's a whole different perspective than riding a float. You can get right up to people," he said.
In the French Quarter, where the revelry almost didn't stop overnight, crowds were expected to cruise down Bourbon Street, pleading for beads from revelers on balconies. Traditionally, the French Quarter is the scene of Mardi Gras' most ribald activities, while the streetcar line along St. Charles is given over to family groups who set for a day of barbecues and parade watching.
On the uptown parade routes, families carried on generations-old traditions of camping out overnight in tents to catch the earliest action.
Bryan Clark, 42, said it would take more than the threat of rain to break his family's tradition of camping near the place where the Zulu parade turns onto St. Charles Avenue. "We stay here rain sleet or snow," he said. The New Orleans native said his parents hooked him on the Mardi Gras ritual and now he does it with his wife and children. "There is no other place in America you can do this," he said.
Parading was planned across south Louisiana and the Gulf Coast. In Louisiana's Cajun parishes, the tradition of the Courir du Mardi Gras was set to start after dawn, as groups of maskers on horseback would ride from community to community making merry.
Rain or shine, many revelers planned to hit the streets early Tuesday morning. It was their last chance for the Carnival season, which ends with the stroke of midnight Tuesday night. After that, the solemn season of Lent replaces the revelry until Easter.
"We're going to get here extremely early," said Carly Gerhard, who drove with a friend from Philadelphia to New Orleans over the weekend ? through storms that spawned tornadoes along the way ? for her first Mardi Gras experience.
Gerhard said her most memorable experience so far has been the French Quarter.
"My favorite part was getting to Bourbon Street and seeing all the different people," she said Monday. "The diversity is pretty cool. We're looking forward to the parades. We're looking forward to it all."
Frank Warford, of Riverdale, Ga., was holding an umbrella Monday as he walked Bourbon Street. He said he was ready to party through the rain.
"This is a party city. Everybody's partying and having fun, catching beads like crazy," said Warford, his neck draped in beads. "If it rains, put a hat on. It's as simple as that."
Katiey Diamond, of Sayreville, N.J., said rain won't ruin her Mardi Gras.
"I'll party if it's freaking thundering," she exclaimed. "We've got indoors. We're good."
Scattered showers didn't keep revelers away Monday either as thousands flocked to the French Quarter and along the Mississippi River for Lundi Gras festivities.
As local brass bands played on stages set up along the river, Jim and Sheron Rogers, of Bay St. Louis, Miss., beers in hand, said they hadn't missed a Mardi Gras since 1990, and that come rain or shine they were taking in this one.
"We just love it," Sheron Rogers said. "The people, the music. It's just a beautiful, fun city."
Many said they weren't going to let the rain or weekend shooting on Bourbon Street wreck the party.
"You can't let the threat keep you from having a good time," Jim Rogers said.
Deron Bridgewater, 23, of Marrero, La., faces four counts of attempted first-degree murder for the weekend's quadruple shooting during the final weekend of revelry that culminates with Mardi Gras.
Bridgewater surrendered Monday after seeing his photograph on a television newscast Sunday night, New Orleans police spokesman Frank B. Robertson III said. Police have issued an arrest warrant for a second suspect in the shooting and authorities sought a third person who is believed to have critical information regarding the shooting, Robertson said.

New US commander takes the helm in Afghanistan

KABUL, Afghanistan (AP) ? Marine Gen. Joseph Dunford took over Sunday as the new and probably last commander of all U.S. and international forces in Afghanistan.
The American-led NATO coalition is entering the final stretch of its participation in a war that will have lasted more than 13 years when most foreign combat troops pull out at the end of 2014.
Dunford took over leadership of the International Security Assistance Force, and a smaller but separate detachment of American troops, from Marine Gen. John Allen, who had led them for the past 19 months.
"Today is not about change, it's about continuity," Dunford told a gathering of coalition military leaders and Afghan officials. "What's not changed is the growing capability of our Afghan partners, the Afghan national security forces. What's not changed is our commitment, more importantly, what's not changed is the inevitability of our success."
He takes charge at a critical time for President Barack Obama and the military. NATO decided at its 2010 summit in Lisbon to withdraw major combat units, but to continue training and funding Afghan troops and leave a residual force to hunt down al-Qaida and other terrorist groups.
Gen. Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, said "much work lies ahead" for Dunford as he tries to meet those objectives while at the same time withdrawing about 100,000 foreign troops, including 66,000 from the United States.
Dunford, from Boston, Massachusetts, will face serious challenges as he tries to accommodate an accelerated timetable for handing over the lead for security responsibility to Afghan forces this spring ? instead of late summer as originally planned.
"I told him our victory here will never be marked by a parade or a point in time on a calendar when victory is declared. This insurgency will be defeated over time by the legitimate and well-trained Afghan forces that are emerging today and who are taking the field in full force this spring," Allen said.
He added that success would be described as an "Afghan force defending Afghan people, and enabling an Afghan government to serve its citizens. This is victory; this is what winning looks like."
Although the Afghan security forces are almost at their full strength of 352,000, it is unclear if they are yet ready to take on the fight by themselves.
Before departing, Allen admitted that the Afghans still need much work to become an effective and self-sufficient fighting machine, but he said a vast improvement in their abilities was behind a decision to accelerate the timetable for putting them in the lead nationwide this spring when the traditional fighting season begins.
Obama said last month that the Afghans would take over this spring instead of late summer ? a decision that could allow the speedier withdrawal of foreign forces from Afghanistan.
It is also unclear when the remaining 66,000 U.S. troops would return home, or how many American soldiers will remain after the end of 2014.
Obama may use his State of the Union address on Tuesday to announce the next steps for concluding the war and a timetable for withdrawal along with plans for a residual force post-2014.
Much of that depends on the U.S. negotiating a bilateral security agreement with the government that includes the contentious issue of immunity from Afghan prosecution for any U.S. forces that would remain here after 2014. President Hamid Karzai has said he will put any such decision in the hands of a council of Afghan elders, known as a Loya Jirga.
Although Dempsey said earlier in the week that the United States had plans to leave a residual force, a failure to strike a deal on immunity would torpedo any security agreement and lead to a complete pullout of U.S. forces after 2014 ? as it did in post-war Iraq. It is widely believed that no NATO-member nation would allow its troops to remain after 2014 to train, or engage in counterterrorism activities, without a similar deal.
The head of NATO joint command in Europe, German Gen. Hans-Lothar Domrose, said the alliance was already making plans for a post-2014 presence, plans he said that were "all well advanced."
Allen, 59, of Warrenton, Virginia, was the longest serving ISAF commander so far. Nearly two dozen generals have commanded troops from the United States and ISAF since the American invasion in late 2001 ? with six U.S. generals including Dunford running both commands in the past five years alone.
Also attending the ceremony were U.S. Marine Corps Gen. James N. Mattis, Commander, U.S. Central Command, and Gen. James Amos, head of the Marine Corps. Karzai did not attend.

S&P hits five-year high

The S&P 500 rose 8.54 points to 1,517.93, closing 0.3 percent up for the week. The index is at its highest since November 2007 and has advanced for six weeks, the longest streak of gains since August.
The?Dow?Jones industrial average rose 48.92 points, or 0.4 percent, to 13,992.97. The Nasdaq composite climbed 28.74 points, or 0.9 percent, to finish the week at 3,193.87.
The?Dow?had its best January in almost two decades, and closed above 14,000 on Feb. 1 for the first time since 2007. The index is up 6.8 percent so far this year; the S&P 500 is up 6.4 percent.
A last-minute budget deal in Washington to avoid the "fiscal cliff" of tax hikes and spending cuts helped powered the rally, as did as optimism about the housing sector and gradual improvements in the jobs market.
The S&P 500 finished the week higher despite logging its biggest daily decline in almost three months Monday following worrying news from Europe.
The index fell 1.2 percent that day as bond yields in Spain and Italy rose on concern that the region's politicians will drag Europe back into crisis. European Central Bank President Mario Draghi's cautious comments about the region's economy also weighed on markets Thursday.
"Everybody seems to be saying this market needs to correct," said Robert Pavlik, chief market strategist at Banyan Partners. "Nobody wants to be in it, but nobody wants to be out of it."
Largely positive corporate earnings reports and a report that showed that the U.S. trade deficit narrowed sharply in December provided more fuel for the market's advance Friday.
The trade deficit fell nearly 21 percent in December from November to $38.6 billion, the smallest in nearly three years, as exports rose while oil imports plummeted. The smaller trade gap means the economy likely performed better in the final three months of last year than first reported last week.
"The trade balance was surprisingly very good," said Phil Orlando, chief market strategist at Federated Investors.
The government estimated that the U.S. economy contracted at an annual rate of 0.1 percent in the last three months of 2012. Orlando estimates that may now be revised to growth of 0.5 percent.
Shares of LinkedIn, the online professional networking service, jumped $26.39, or 21.3 percent, to $150.40 after the company reported fourth-quarter results late Thursday that beat analysts' forecasts. AOL soared $2.31 to $33.72 after the Internet company said its quarterly revenue grew for the first time in eight years, helped by strength in worldwide advertising.
Currently, analysts are expecting earnings for the fourth quarter of 2012 to rise 6.5 percent for S&P 500 companies, according to data from S&P Capital I&Q. That's an increase from the 2.4 percent growth rate recorded for the preceding quarter.
Stocks have benefited as investors poured a net $4.1 billion into stock mutual funds since the start of the year, according to data provided by Lipper.
"I'm very encouraged by the fact, that finally, for the first time in many years, individual investors seem to be participating in this," said David Kelly, chief global strategist at J.P. Morgan Funds.
The yield on the 10-year note, which moves inversely to its price, fell one basis point to 1.95 percent.
Trading volume was light as Wall Street braced for what is forecast to be the largest winter storm in more than a year. Up to 2 feet of snow forecast along the densely populated Interstate 95 corridor from the New York City area to Boston and beyond.
Among other stocks making big moves;
? Microchip Technology, a semiconductor maker, jumped $2.45, or 7.2 percent, to $36.39 after its earnings beat estimates. The company said it was seeing "exceptionally strong" bookings.
? Moody's slumped $3.62, or 7.7 percent, to $43.37 even after reporting that fourth-quarter net income jumped 66 percent and revenue blew away expectations. Many are expecting the ratings agency will be the next target of the Justice Department, which filed a suit against rival Standard & Poor's for its actions before the housing market collapse.
? Activision Blizzard, which makes "Call of Duty" and other video games, rose $1.35, or 11.2 percent, to $13.41. The company posted sharply higher earnings and revenue in the fourth quarter, surpassing Wall Street's expectations.

First Person: Blizzard Brings People Together
Yahoo! News is gathering brief first-person accounts, photos and video from the severe winter weather in the northeastern United States. Here's one resident's story.
FIRST PERSON | In Stamford, Conn., the storm of the century was an anticlimactic affair. While other regions of the state report 30-plus inches of snow, Stamford had 12. While reports of injuries and major damage come rolling in, Stamford finds itself buried, but largely OK.
Skidding snowmobiles woke me on what I anticipated to be a lazy morning. Why anyone in this neighborhood -- which boasts about 355 snow-free days per year -- would own a snowmobile, I don't know. These were followed by the plows, which were followed by the occasional car or truck struggling to gain purchase on the still-icy hill.
A quick cup of coffee and I was out the door, gassing up the snow blower and starting to clear the foot of snow blanketing the driveway. The neighbor's kids were doing the same, but with shovels. Feeling sorry for the hapless kids, I brought my machine over to finish their chore.
In the meantime, the new neighbor down the block was surveying his property, shovel in hand. I meandered over to clear a path for his cars. After a brief chat, I headed next door to clear another driveway. The kids from the first house ran over and asked if they could rent the snow blower for $30. I politely declined while making my way to assist another neighbor and his daughter as they dug out their car.
The only snow blower in the neighborhood spared my back the misery of shoveling by hand, and gave me reason to say hello to my neighbors.
We know we were smart to prepare, even though it ultimately proved unnecessary. We know we were fortunate to avoid damage and injury. We bid Nemo farewell as it travels further north; and we sip hot chocolate before getting on with our day, thankful to be a little closer to our neighbors than before.

Three UK launches 'Ultrafast' Galaxy S3 with DC-HSDPA support
Three UK is marketing its DC-HSDPA and upcoming LTE networks under the the consumer-friendly name "Ultrafast," and today sees the launch of a new Galaxy S3 variant intended to take advantage of this network. Three's Ultrafast Galaxy S3 is identical to the vanilla 3G version, except it'll run at full-speed DC-HSDPA, as opposed to maxing out at plain old HSPA+. Basically, that means you get up to double the download bandwidth wherever there's support for the faster network speeds. (If you want to get even more basic, it means your 3G will be twice as fast.)
It's not explicitly confirmed in today's press release, but it's likely that Three's Ultrafast S3 is actually the Galaxy S3 LTE (GT-i9305) -- that's the international LTE version that also includes DC-HSDPA support thanks to its Qualcomm radio chip. We've reached out to Three to clarify whether its "Ultrafast" model will support the upcoming LTE service, and we'll update this post with any info they provide. (Update: Three tells us that the Ultrafast Galaxy S3 will indeed support LTE when it's launched.)
In any case, you can expect to pay £449.99 to buy the Ultrafast S3 on PAYG, or between £34 and £36 per month with a £29 up-front fee on Three's 24-month contracts. The phone launches online and in Three stores next Tuesday, Feb. 12.

Facebook briefly takes over entire Internet with redirection bug
A bug with Facebook's ubiquitous embedded widgets redirected millions from the websites they were visiting to Facebook itself Thursday. It's now fixed, but for awhile, some of the largest sites in the world were inaccessible.
Visitors to such sites as CNN, The Washington Post, BuzzFeed, the Gawker network (including Gizmodo), and NBC News were instantly transferred to a Facebook error page upon loading the intended site.
Users not logged into Facebook did not get the error, which led people to conclude, correctly, that the problem was with the Facebook Connect service, which governs "likes," "comments" and other Web-based Facebook-specific features.
Facebook declined to disclose the specifics of the error, but offered the following statement via email to NBC News:
For a short period of time, there was a bug that redirected people from third party sites with Facebook Login to Facebook.com. The issue was quickly resolved.
It was quickly resolved for some: On NBCNews.com, the disturbance lasted for less than 15 minutes, from 4:30 to 4:42 p.m. PT. For other sites it was longer; ReadWriteWeb said the bug lasted about an hour, from 4 to 5 p.m. PT.
Those on Twitter (and Facebook, of course) jammed those sites nearly instantaneously with comments on how it was a little disturbing that Facebook could essentially hijack a large part of the Internet ? even if it was unintentional.
If the error had not been fixed by Facebook in a timely manner, the affected sites would likely have be able to intervene by disabling the widgets themselves. The temporary loss of Facebook login and likes would be a small price to pay for an accessible website.
Because the outage was so widespread and public, a more thorough explanation can probably be expected from Facebook once officials there have time to take a closer look at what went wrong.
