AstraZeneca buys rights to anaemia drug from FibroGen

LONDON (Reuters) - AstraZeneca took a further step to bolster its new drug pipeline on Wednesday by striking a deal with private biotech firm FibroGen potentially worth more than $815 million for rights to an experimental anaemia drug.

Britain's second biggest drugmaker will pay $350 million upfront and in subsequent non-contingent payments, plus future development-related milestone payments of up to $465 million, for rights to FG-4592 in the United States, China and certain other markets.

There may be additional payments if use of the drug is expanded.

Japan's Astellas Pharma already has rights to the medicine in Japan, Europe, the Commonwealth of Independent States, the Middle East and South Africa.

More physician assistants allowed to work in Washington under new law

A new state law that took effect this week in Washington allows more physician assistants to work with doctors.

The change could help mitigate the shortage of primary care providers that?s anticipated next year when the state expands Medicaid and other health reforms kick in.

Physician assistants are nationally certified and state-licensed to practice medicine. They can perform physical examinations, diagnose and treat illnesses, order lab tests and perform other tasks. In Washington and elsewhere, they've become more common.

Previously, Washington state limited the number of assistants that a physician could supervise to three, but the new law allows for five assistants per doctor. Physicians could also petition for a waiver to the limit.

The new law also no longer requires physicians to be on site for 10 percent of the time that a physician assistant is practicing medicine.

Nationally, health industry experts are concerned that offering health care coverage to millions of people who?ve gone without insurance could place a major burden on primary care providers. Physician assistants, nurses and nurse practitioners have been looked to as part of the solution to that problem.

These support personnel are expected to be most critical in rural areas and underserved urban areas.

The new bill requires the Medical Quality Assurance Commission and the Board of Osteopathic Medicine and Surgery to work with the Washington Academy of Physician Assistants to update the rules governing these health professionals by the end of 2014.

Obama administration delayed plans to improve oil train safety by nearly a year

WASHINGTON (AP) ? The Obama administration has delayed by nearly a year a plan to boost safety standards for the type of rail car involved in a fiery explosion that killed at least 47 people in Canada this month.

Officials began work on the rule more than a year before an oil train derailed and exploded in Quebec on July 6 ? but the rule was never put in place. The proposal by the Pipeline and Hazardous Materials Safety Administration is intended to fix a dangerous design flaw in a rail car commonly used to haul oil and other hazardous liquids from coast to coast. The soda-can shaped car, known as the DOT-111, has come under scrutiny from safety experts because of its tendency to split open during derailments and other major accidents.

That's exactly what happened when an unattended Montreal, Maine & Atlantic Railway train came loose, hurtling down a 7-mile incline before derailing and igniting in Lac-Megantic, near the Maine border. All but one of its 73 cars were carrying crude oil, and at least five exploded, setting off massive explosions that devastated the small lakeside town of 6,000 people.

The structure of the tank car is not believed to be a factor in the derailment, which is under investigation. But transportation experts say the car's underlying design makes it prone to damage and catastrophic loss of hazardous materials.

A proposed rule to beef up rail-car safety was initially scheduled to be put in place last October, but it has been delayed until late September at the earliest. A final rule is not expected until next year.

The pipeline safety agency said in a report this month that the latest delay was needed to allow "additional coordination" among officials and interested groups, including industry representatives who have resisted calls to retrofit existing cars, citing the expense and technical challenges such a requirement would pose.

In the first half of this year, U.S. railroads moved 178,000 carloads of crude oil. That's double the number during the same period last year and 33 times more than during the same period in 2009. The Railway Association of Canada estimates that as many as 140,000 carloads of crude oil will be shipped on Canada's tracks this year, up from 500 carloads in 2009. Much of that increase is from oil produced in the Bakken oil patch in North Dakota and Montana and surrounding areas. The train that crashed in Quebec was carrying oil from North Dakota to a refinery in New Brunswick, Canada.

The DOT-111 tank car represents more than two-thirds of the rail fleet carrying crude oil.

The Associated Press reported in September that the DOT-111 tank car has been allowed to haul hazardous liquids from coast to coast even though transportation officials were aware of the design flaw.

The AP had reviewed 20 years of federal rail accident data involving DOT-111 cars used to haul ethanol and found that the cars had been breached in at least 40 serious accidents since 2000. In the previous decade, there were just two breaches.

Sen. Charles Schumer, D-N.Y., is urging the Obama administration to phase-out DOT-111 tank cars or require freight rail carriers to retrofit them to prevent potential explosions or spills. Schumer described the DOT-111 cars as "flawed, out-of-date and a factor in hazardous material spills during derailments," such as the one in Quebec.

While freight rail should not be "demonized," increased traffic of rail cars carrying crude oil "warrants increased safety measures, and that begins with putting the safest, most up-to-date tank cars on the tracks," Schumer said at a news conference last week in Albany, N.Y.

Democratic Reps. Mike Michaud and Chellie Pingree of Maine said the government should conduct a wide-ranging safety review as transportation of oil by train increases dramatically in Maine and other states. Nearly 30,000 barrels of per day crossed Maine in March ? 15 times more than the same period a year earlier, the lawmakers said in a letter to National Transportation Safety Board and other officials. The train that derailed in Quebec was scheduled to cross Maine on its way to a refinery in St. John, New Brunswick.

A spokeswoman for the American Association of Railroads, which represents the rail industry, said the group shares Schumer's belief in putting safety first.

"If safer and better DOT-111s can be had, then it makes good sense to ensure that the design and standards that these cars are built to, must be tougher than the federal standards that exist today," said spokeswoman Patricia Reilly.

Rather than waiting for the Obama administration to act, Reilly said, the industry has adopted voluntary standards ensuring that all DOT-111s ordered after October 2011 meet tough requirements recommended by the NTSB after a deadly ethanol train derailment and explosion in Illinois in 2009.

But those voluntary standards do not apply to an estimated 40,000 cars built before October 2011 that carry oil, ethanol and other flammable liquids.

The railroads and the oil industry have resisted calls to retrofit existing cars, saying that would present technological and engineering challenges and cost at least $1 billion.

The American Petroleum Institute, the largest lobbying group for the oil industry, declined an interview request. But in comments submitted along with the Renewable Fuels Association, the American Chemistry Council and other groups, the API asked the Obama administration to focus its rule-making on cars built after October 2011.

The industry's proposal "ignores the safety risks posed by the current fleet," the NTSB said in a report on safety recommendations last year. Older tank cars "can almost always be expected to breach in derailments that involve pileups or multiple car-to-car impacts," the report said.

The NTSB cited the car's "inadequate design" in the 2009 crash outside Rockford, Ill., which killed a woman and injured 11 others. The NTSB called for a redesign or replacement of the DOT-111 cars. A decision on whether to require a redesign is up to the pipeline safety administration, part of the U.S. Department of Transportation.

The DOT-111 car's steel shell is too thin to resist puncture in accidents, the NTSB said, and the ends of the car are vulnerable to ruptures. Valves used for unloading and other exposed fittings on the tops of the tankers can also break during rollovers.

The flaws were noted as far back as a 1991 safety study.

The pipeline safety administration is considering whether to split the proposed rule into one that addresses new tank cars and another that addresses possible retrofits, said spokesman Gordon Delcambre Jr.

Simon Property Group second-quarter beats Wall Street's forecast

NEW YORK (Reuters) - Simon Property Group Inc , the largest owner of U.S. malls and outlet centers, on Monday reporter a higher-than-expected quarterly profit boosted by increased occupancy and rent, and the company raised its forecast for the year.

The company reported funds from operations, an earnings measure for real estate investment trusts, rose to $766.3 million, or $2.11 per share, from $688.8 million, or $1.89 per share in the year-earlier quarter.

Analysts had expected $2.07 per share, according to Thomson Reuters I/B/E/S.

A Student Debt Study Through the Years

My friend Robert Brokamp, one of the stalwarts at?The Motley Fool, called my attention to an interesting The?Atlantic?article published earlier this week:?A Mystery Behind the Rise of Student Debt. The mystery is embedded in this set of observations:

??out-of-pocket spending started to slide during the ?90s. Adjusted for inflation, students contributed about $4,000 of their own money a year towards tuition at the start of that decade. By 2000, though, student contributions were down to about $3,000. They roughly stabilized until the recession, at which point they plunged once more. Today, students are paying just $2,125 out of pocket.?

The mystery, it seems, is how to explain the 25 percent decline in real (inflation-adjusted) out-of-pocket funding during the roaring ?90s, when real household incomes actually rose, unlike the 21st century (more on household income?here).

The Atlantic article comes to no conclusion, and I have nothing definitive to offer in that regard. However, it?s useful to consider the out-of-pocket funding in the context of the long-term trend for college tuition and fees. Here is a chart of data from the relevant Consumer Price Index subcomponent reaching back to 1978, the earliest year Uncle Sam provides a breakout for College Tuition and Fees. As an interesting sidebar, I?ve thrown in the increase in the cost of purchasing a new car as well as the more substantial increase for the broader category of medical care, both of which pale in comparison.

Better East Texas: Politics and Broken Promises

The Northeast Regional Mobility Authority, or NET RMA, which has jurisdiction over Toll 49, displayed both politics and broken promises at a recent board meeting in which they voted to cancel an agreement made with the bicycling community that would allow bikers to continue to use a portion of Toll 49 for bike riding.

It was obvious that the board felt the pressure from the Texas Department of Transportation Commissioners. Allow bikers to continue using toll 49 and you will jeopardize your future funding from us.

So government wins because of special interests and politics. Although the ban effects only a few hundred citizens of the community who bike for pleasure and health as part of their quality of life, it does send a wrong message to the community and beyond.

The decision to ban bikers from Toll 49 - Is it for a Better East Texas? I don't think so, but you decide.

USC coach Lane Kiffin said Friday he was unaware athletic director Pat Haden made a video where he announced he supported Kiffin, "100 percent."

Haden said, "I anticipate the media will ask me if our football coach is on the hot seat this year. ... he is not."

Later, Haden said, "He's a dynamic playcaller in my estimation. I firmly believe we'll bounce back strong."

Haden's video was a preemptive strike before Friday's Pac-12 media day at the Sony Pictures Studios Lot in Culver City. Haden did not attend media day because he is on vacation.

"I didn't know there was going to be a video," Kiffin said. "Obviously it's a positive, not a negative. I'm not surprised by it because I deal with Pat (and school president Max Nikias) on a daily basis."

Some noted in jest that Haden's announcement that he is 100 percent behind Kiffin is 50 percent less than last November when he said, "Lane is my head coach, 150 percent."

Kiffin to call plays

In a move that was anticipated, Kiffin said he decided to call plays this season. During spring practice, Kiffin said he would consider giving up those duties to pay more attention to the entire team.

But he decided to remain the Trojans' playcaller for the fourth straight season.

"I made a decision that it's in the best interest of our football team for me to continue to call plays," Kiffin said. "We have a unique relationship with the skilled guys, offensive guys, it's important because you're communicating with them so much and I think there's an impact in recruiting."

That means offensive coordinator Clay Helton will not call plays despite his new title. Helton was quarterbacks coach last season.

Two quarterbacks?

Kiffin said he might pick a starter in a week or a month but he also did not rule out playing two quarterbacks to start the season.

"It's not ideal," Kiffin said. "But all decisions are made in the best interest of the football team. Even though I don't like it. I'm not going to say it never happens."

Kiffin said he did not know if he would redshirt freshman Max Browne if Browne does not win the starting job.

Running is priority

One thing Kiffin did in the off season was study tapes of last year's games to determine what made USC finish with a 7-6 record.

"In critical situations, there was an inability to run the ball," Kiffin said. "That impacts the whole game. When you add that to the unbelievable amount of turnovers we had, it really hurts."

USC picked third

The Trojans were picked in the media poll to finish behind UCLA and Arizona State in the South Division. Oregon was picked to win the North Division and win the Pac-12 title game.

"It's a total difference," wide receiver Marqise Lee said of the lower expectations from a year ago, when USC was selected No. 1 in the nation. "We still have to play the games though. Last year Notre Dame started unranked but went to the championship game."

Provocative Argentine artist Leon Ferrari was 92

BUENOS AIRES, Argentina (AP) ? Leon Ferrari, a conceptual artist and rights activist who clashed with Pope Francis when he led Argentina's church and relished provoking dictators, bishops and a world at war, has died at age 92.

Ferrari was buried Friday in his native Buenos Aires, where he created a vast array of artwork during a prolific career.

His most memorable piece may be "Western Civilization and Christianity," a Christ figure crucified on the wings of a U.S. jet fighter he made during the Vietnam War. Later, his collages mixed images of Adolph Hitler and Argentina's military junta with sacred icons of the Roman Catholic Church.

Ferrari happened to die only hours before Francis invoked one of his more memorable phrases during his current tour of Brazil: Speaking to thousands of Argentines in Rio de Janeiro's central cathedral on Thursday, the pope exhorted the youth not to "put faith in a blender." He repeated this metaphor several times, saying faith shouldn't be mixed nor weakened, but taken whole.

Years before he became Pope Francis, Buenos Aires archbishop Jorge Mario Bergoglio called Ferrari a blasphemer for displaying statues of the Virgin Mary in a blender, little saints in baby bottles, and Christ figures in a toaster. Ferrari's idea for the 2004 exhibition, mounted next to the historic Recoleta church, was to criticize how he believes religion is force-fed to the masses.

Bergoglio called for the exhibit to be closed and it was, due to violent attacks. Ferrari responded with a missive criticizing the church for the "crimes it committed in Argentina and elsewhere," and years later, the artist was among a large group of Argentine intellectuals who opposed Bergoglio's election as pope, calling it "a horror."

The Vatican spokesman, the Rev. Federico Lombardi, said he didn't know if Francis knew of Ferrari's death, but that regardless, his comments about the blender to Argentine pilgrims on Thursday had nothing to do with the artist.

"I spoke to Argentines familiar with the speech, the pope and Ferrari's art, and they are certain that his words yesterday had nothing to do with it," he said.

While Ferrari already had a high profile in Argentina and Brazil, his works drew worldwide attention in recent years, and when he died, he was working on a Guggenheim Fellowship to finish a study of sex and violence in Christian art. He also won the Golden Lion award at the Venice Biennial in 2007, and New York's Museum of Modern Art mounted a retrospective of his work in 2009.

Ferrari was eulogized in Argentine media and by leading figures Friday for the way he mixed politics and poetry, ethics and aesthetics, and managed to show good humor even as he pointed out injustice and horror.

"Leon Ferrari hasn't left, he'll stay with us," said Estela de Carlotto, president of the Grandmothers of the Plaza de Mayo, remembering her good friend in an interview with the Pagina12 newspaper. "He's left so much with us that happily he'll never be forgotten."

Ferrari's life's work is, in fact, enormous. Over nearly seven decades, he created a constant flow of art in nearly all its forms.

Born in Buenos Aires on Sept. 3, 1920, Ferrari earned an engineering degree, but dedicated himself to art. He married Alicia Barros Castro, and they had three sons: Mariali, Pablo and Ariel. He illustrated books and signs for human rights campaigns, and used not only pencils and brushes, but risked his body and life in some very difficult episodes in Argentine history.

In 1975, even before the military coup that launched a cruel dictatorship, Ferrari was part of the Forum for Human Rights and the Movement against Repression and Torture. Forced into Brazilian exile the next year, he couldn't save his son Ariel, who disappeared in 1977, one of the thousands of Argentines kidnapped and killed by the military state.

When Ferrari returned in 1991, he renewed his focus on injustice, with a particular focus on how the powerful invoke divine support.

Ferrari reflected on his relationship with the public when he visited one of his exhibitions, "Heliographs" and "Never Again," in 2007.

"I had a period not so long ago when I wanted to be understood by everyone," he said, according to his web site. "Then I realized that the rational side, this kind of everyday craziness in which everything appears normal, was impossible," he added. "Man is very small, and within him, he's mostly subjective ? as with love, or a secret."

Breaking Bad's final episodes to air on Netflix UK right after US broadcast

Breaking Bad fans in the UK looking for instant gratification won't have to resort to the torrents anymore, as new episodes will hit Netflix in Ireland and the UK immediately after airing in the US. British viewers are accustomed to longer waits for such shows, but after broadcaster AMC worked with Netflix UK to make episodes of The Killing available sooner, the pair have now followed suit with Breaking Bad. Creator Vince Gilligan said the show has become a "phenomenon" in the countries, and added that he's "delighted" that fans there will be able to enjoy it earlier. Magnanimity aside, the move will no doubt take some of the sting out of the piracy that's inevitable with a long lag, too. Check the PR after the jump for more.

Stop with the bread and circuses: Obama should lead by example. Instead of wasting taxpayer money to travel around the United States to tout a "better bargain" for the middle class, why not roll up your sleeves and work with legislators instead of fighting them?

The vigor against Republicans in 2008 was fantastic campaign material, but now it's time to lead and get work done. Enough bread and circuses ? Washington is burning due to huge debts and fiscal crises. Meanwhile, the leader of the free world is busy going on parade himself.

Obama simply seems out of touch as if he can do or say anything since he can't run for president again.

Education ideas merit support: I support initiatives like "blending teaching with online learning" that the president called for, with a caveat: It has to be done right. This summer, I taught an online course at LaGrange College, a small Methodist higher education institution in west Georgia. Students were able to work at their own pace, hold summer jobs to pay for school, and were motivated to turn in some pretty good work. It worked for 20 students, but not 200. If you push too much online volume without high quality, America won't be able to keep pace with its competitors.

It's a hypothesis that resembles a prediction, and definitely a frightening forecast for everyone. Eventually, students will tire of investing $40,000 into a diploma only to become a barista.

Ironically, as the president advocates for the country to invest in education, his former chief-of-staff-turned-mayor-of-Chicago, Rahm Emanuel, has closed 54 schools in city the president calls home. Aside from those drastic closures, he has also cut 2,000 educator and support staff positions ? all of this in areas of Chicago that already face high levels of poverty and crime, areas that need more resources and not less.

It would seem that those oceans of possibilities are not quite reaching the shores. Actually, it seems that we will not have to wait long to test the president's frightening hypothesis: the South Side of Chicago serves as an experiment for what happens when a society stops caring about education.

Too difficult and partisan an environment for hope : Obama acknowledged that many in Congress (especially House Republicans who've voted nearly 40 times to repeal the plan) are actively seeking to undermine his plan in a politically motivated.

For most Americans who are still struggling to make ends meet, it will be difficult to be hopeful amid this political stalemate. While Obama should be given credit for putting out a clear vision of an economy in which Main Street can see gains along with Wall Street, it is difficult to see a pathway for his proposals, including an increase in the minimum wage, with an irreconcilably divided Congress.

On the bright side, the worst does seem to be over: As an educated Chicago resident who is a part-time employee at a local business, and self-employed, I see a need for more economic help and full-time work. The job market is bleak for graduates, and the entry pay is weak. Many places expect me to work for free as an intern for years before offering a salary, or letting me go. And as a voter, I see cities crumbling because of pension debt and salaries. The system needs to be overhauled; instead, we're seeingcities like Detroit driving the issues to bankruptcy. The Chicago economy continues to struggle as 2,100 teachers were recently givenpink slips, and schools closed down. I agree with the president about improvements, but we desperately need more.

However, as he pointed out, "America, we have made it through the worst of yesterday's winds." We have to keep trying.

The ruins of the recession are all around me. My former employer, Central Michigan University, is losing enrollment. Almost a dozen people from my former department on campus have lost their jobs because of it. Multiple instructors in similar temporary capacities, people who were already in fragile economic conditions because of low salaries, have also lost their teaching positions. That low enrollment is linked to a poor state economy, whose residents have moved elsewhere, or who cannot afford to send their children to college.

President Obama's solution to make student loans and college "more affordable" for students is an inadequate solution to the problem of middle-class debt and class advancement. We need a radical solution to this problem of student loan debt. Students who are in the lower-middle class will likely always stay lower-middle class because of their enormous student loan payments after graduation.

The solution for truly moving people to the middle class is for America to invest its money in free public college educations at every level of college. This should be guaranteed for as long as a student wants to attend and can successfully complete their programs. If we allocate our money wisely and stop funding programs overseas, all of our children can have a chance at a decent education and fulfilling careers.

'Doomed to the customer service industry' : I have a different perspective on this economy, working two jobs here in San Anselmo, Calif., one as a real estate broker and another at a local community college. While real estate is lucrative, education is lesser so. It is clear that the educators of America are not appropriately compensated and stretching resources further than they need to be. Many students I work with have little hope of getting a high-paying job without a great deal of dumb luck. They fear their education is a waste of time and that they are doomed to the customer service industry. While I attempt to assuage their fears and espouse the value of a college education, the current climate does not support my words.

Ambivalent about Obama's speech : As with most speeches about the economy, President Obama's words don't have a huge impact on my life. While he talked about improving the rates of home ownership across the country, his speech isn't going to make it easier for me to find a loan when I purchase a home next year. His speech isn't going to change the way that government spends money, and it certainly isn't going to create new jobs that pay a living wage.

While I may be doing better than many in this country, I still feel the effects of the sluggish economy. My income taxes went up as a result of recent changes, while pay for people in my field has gone down. I live in a two-income household, so I am luckier than many of my fellow Americans. Still, I feel ambivalent about Obama's remarks.

There's no 'I' in team: If one had imagined that President Obama's "economic" speech would actually have some new ideas to fix the economy, listening to it would quickly disabuse oneself of that notion.

It was a campaign speech without an actual campaign.

The second-most-used word in this portion of the speech, it appeared, was "investment" or perhaps it was "middle class" or "good jobs." The most-used word, or so it seemed, was "I," as in "I will do this" and "I demand that Congress do that." But there were no real new ideas, just versions of the old ones, including new spending and raising the minimum wage.

Speaking as a resident of Texas, a state run by a government with a very different view toward enabling economic growth, I was bemused by President Obama's bluster and his refusal to face reality.

When a heckled, harried Anthony Weiner resigned from Congress and apologized for the explicit text messages that had destroyed his career, a key figure was notably absent: his then-pregnant wife, Huma Abedin.

On Tuesday, there was Weiner again, making a public mea culpa for a newfound sexting scandal that erupted amid the mayoral run he hopes will rewrite his political future. But the Democrat was there to stay in, not bow out ? and Abedin was by his side.

"I love him, I have forgiven him, I believe in him," and the sexting matter is "between us," she said, a message that could prove important to shaping voters' views as they digest his latest admission.

After the gossip website The Dirty posted X-rated text messages and a crotch shot that it said the former congressman exchanged with an unidentified woman, Weiner acknowledged sending such messages as recently as last summer, more than a year after he resigned from the House because of similar behavior with at least a half-dozen women. With Abedin smiling at his side, he said at a news conference that "this is entirely behind me," and both made it clear they were moving ahead with his campaign.

"I want to bring my vision to the people of the city of New York. I hope they are willing to still continue to give me a second chance," a collected Weiner said. Then he went on to talk policy at a candidate forum on gay men's issues, where he was warmly received.

Weiner, 48, has been near the top of most polls since his late entry into the race in May. The latest disclosures could severely test voters' willingness to forgive him. The New York Times, the Daily News and some of his mayoral rivals called on him to drop out of the race.

But Abedin's visible support may help him win voters' approval, too.

"I don't think it's a good sign" that Weiner's behavior continued even after his resignation, said Andrew Taub, 22, who works in the venture capital arena. "But I do believe for some people looking for a sign, for something to bolster his campaign, (the fact that Abedin is staying with him) says a lot."

Still, the disclosure suddenly puts Weiner's indiscretions, judgment and candor back in the forefront of his campaign, and political analysts say it could be damaging: "It makes it tougher to believe this is behind him," said Democratic former state Assemblyman Michael Benjamin, now a political consultant.

And some voters who were open-minded about a second chance may not be able to stomach a third.

"He had a chance to redeem himself, and if he did it twice, he really betrayed the public's trust again," Jeremy Green said. "I think he's past the point of no return."

Weiner and Abedin, however, sought to cast the newly revealed messages as nothing really new. "I said that other texts and photos were likely to come out, and today they have," Weiner said. In a sign of how much he was projecting taking the messages in stride, he added that he was surprised that more hadn't come out sooner.

Abedin said her husband had made some "horrible mistakes both before he resigned from Congress and after" but insisted she and her husband discussed "all of this" before he jumped into the mayor's race in May. Seeming a bit choked with emotion, she noted that she had chosen to stay in the marriage, but "it was not an easy choice."

NEW YORK (AP) ? The Toronto International Film Festival will open with the WikiLeaks drama "The Fifth Estate" and showcase the much-anticipated adaptation of Tracy Letts' Pulitzer Prize-winning "August: Osage County."

The Toronto Film Festival, which runs Sept. 5-15, has long been viewed as a launching pad for Hollywood's fall season and its Academy Awards contenders. Recent best picture winners "Argo" and "The King's Speech" both had premieres in Toronto. This year's lineup, much of which was announced Tuesday, figures to be no different, with a slate featuring films starring George Clooney, Matthew McConaughey, Sandra Bullock, Colin Firth and Nicole Kidman.

Bill Condon's "The Fifth Estate," which stars Benedict Cumberbach as WikiLeaks founder Julian Assange, will kick off the festival Sept. 5. John Wells' "August: Osage County," which stars Meryl Streep and Julia Roberts, was among the 16 galas announced.

Premiering will be 1980s AIDS drama "Dallas Buyers Club," directed by Jean-Marc Vallee and starring McConaughey as a Texas man who fights his HIV diagnosis by procuring medications himself. The performance could top McConaughey's recent resurgence in films like "Mud," ''Magic Mike" and "Bernie."

Toronto festival director Piers Handling said the 38th Toronto Film Festival has "a powerhouse lineup" featuring films that "capture the mood of the times."

In "The Railway Man," directed by Jonathan Leplitzky, Firth stars as a British World War II prisoner who, years later, pursues his captor. Kidman co-stars.

Other premieres include Steve McQueen's slavery tale "12 Years a Slave"; Ron Howard's Formula 1 drama "Rush"; and "Labor Day," Jason Reitman's adaption of Joyce Maynard's novel, starring Kate Winslet and Josh Brolin.

Also premiering will be "Mad Men" creator Matthew Weiner's feature film first, "You Are Here," a road trip comedy starring Owen Wilson and Zach Galifianakis.

The festival will premiere at least one notable posthumous release: the romantic comedy "Enough Said," which features one of James Gandolfini's final performances. And while it was not announced Tuesday, "All the Wrong Reasons," which co-stars the late "Glee" actor Cory Monteith, is reportedly heading to Toronto.

Mike Meyers and Jason Bateman will premiere their respective directorial debuts. Meyers will unveil his "Supermensch: The Legend of Shep Gordon" about the talent manager who represented Alice Cooper, Luther Vandross, Michael Douglas and others. Bateman will premiere his spelling bee comedy "Bad Words." Ralph Fiennes, who first directed the 2011 Shakespeare adaptation "Coriolanus," will bring his "The Invisible Woman," based on Claire Tomalin's book, about Charles Dickens (Fiennes) and his secret lover (Felicity Jones).

"Gravity," which is opening the Venice Film Festival, also will stop in Toronto. The thriller, directed by Alfonso Cuaron, stars Clooney and Bullock as astronauts stranded in space after their shuttle is destroyed.

The festival will close with a comic crime story starring Jennifer Aniston and John Hawkes: "Life of Crime," based on Elmore Leonard's "The Switch."

Bynes hospitalized after allegedly starting fire

THOUSAND OAKS, Calif. (AP) ? Actress Amanda Bynes was hospitalized for a mental health evaluation after deputies said she started a small fire in the driveway of a home in Southern California.

Deputies responding to a 911 call Monday night found Bynes, 27, standing next to the flames in the city of Thousand Oaks, according to Ventura County sheriff's Capt. Don Aguilar.

The deputies determined she met the criteria for a mental health hold and took her into custody. She can be held for up to 72 hours of observation.

No charges were filed, Aguilar said.

Richard Hutton and David Feldman, who are listed as Bynes' attorneys in industry databases, refused to comment Tuesday.

The former Nickelodeon actress has had several run-ins with the law in California. In December, the "Hairspray" star resolved a misdemeanor hit-and-run case after entering into a civil settlement with other drivers. She was charged last fall with driving on a suspended license after it was temporarily taken away from her following two hit-and-run cases where she was accused of leaving the scene without providing proper information. She has also pleaded not guilty to drunken driving in a separate case.

Earlier this month Bynes appeared in a New York court on allegations that she chucked a marijuana bong out the window of her 36th-floor Manhattan apartment.

She also has taken to social media to criticize a host of celebrities recently.

In the late 1990s and early 2000s Bynes was one of the hottest actors on children's TV.

Beginning in 2000, she won four consecutive Kids Choice Awards for best television actress, the first for her role in the ensemble kids comedy-variety show "All That" and the others for her starring vehicle "The Amanda Show." She also received Kids Choice Awards for best movie actress awards in 2003 and 2004 for the films "Big Fat Liar" and "What A Girl Wants."

Bynes, who grew up in Thousand Oaks, also starred in the popular television series "What I Like About You," which aired from 2002 to 2006, and several TV movies before her career began to decline.

Special memorial Mass held for priest found dead at church

CUDAHY (WITI) ? Jan Kieliszewski, a Catholic priest, was found dead inside a Cudahy church on Sunday morning, July 21st. Services were cancelled at the church for the day. On Monday, it was learned Father Jan?s death has been ruled a suicide. On Monday, Father Jan was remembered during a special, memorial Mass.

The Milwaukee Archdiocese released a statement Monday evening that was to be read to parishioners at the special mass for Father Jan.

?Good evening, dear people of Nativity and Sacred Heart Parishes. We come together tonight with a mix of emotions and more questions than answers. We have now had confirmation from the Medical Examiner?s Office that Father Jan died yesterday, a victim of suicide.

The death of someone we love is always difficult, but in situations like this, the pain is compounded. Everything that Jesus reveals about God assures us that God?s hands are much gentler and safer than our own. In the end, nothing, absolutely nothing, can separate us from God?s love and forgiveness.

We are, in this life and the next, in hands far safer and gentler than our own. Where we stand helpless, God?s compassion can still reach through. God?s love can breathe peace and reconciliation into anger, and fear. God?s hands are gentler than ours, God?s compassion is wider than ours, and God?s understanding infinitely surpasses our own. Our wounded loved ones who fall victim to suicide are safe in God?s hands, safer by far than they are in the judgments that flow from our own limited understanding.

As yet, there are no funeral arrangements made for Fr. Jan. At the request of the family and to allow them time to travel from out-of-state, the funeral will not take place until next week.

We are blessed at both parishes to have gifted staff and strong lay leadership and they will again step forward to help guide you through the difficult days ahead. A priest will be appointed soon to serve as temporary administrator. Pastoral care will continue as usual. Out of concern and care for your long-term pastoral needs, parishioners will be consulted prior to the appointment of new parish leadership.

After Mass, grief counselors will be available in the community room for anyone who wishes to talk with a professional.

We are here in Church tonight, and in the days to come, because we are believers. Thank you for coming to pray together for Father Jan and his loved ones, as well as for one another. We need to mourn together, to comfort one another and to encourage each other to trust God?s plan for us. What better place to join hands and hearts than where we are most truly family, at the table of the Lord.?

Father Jan split his time between Sacred Heart and Nativity of the Lord Church?in Cudahy, and parishioners from both are remembering a man whose death they say was unexpected.

?You wonder, you worry, what?s happening? What?s going on?? parishioner Kevin Fech said.

?The entire front of the church was taped off, so nobody knew what to expect,? parishioner Angie Fech said.

?We walked down to see what was going on ? if Mass was going to be held, and that?s when I learned that Father Jan had passed away,? Kevin Fech said.

?You would never expect something like this to happen,? Angie Fech said.

The Fech family says the priest had recently been ill.

?He said that he had a bout of food poisoning, so nobody saw him for about a week or so,? Angie Fech said.

Father Jan recently thanked the congregation for its ?understanding and prayers? during his sickness.

?We heard he was on the mend. We heard he was getting better. And then all of a sudden this happens. It?s like what?s going on?? Kevin Fech said.

Father Jan had been with the parish for over a year. It was a time of change, as he was splitting duties between two parishes.

?In this day when we don?t have a lot of priests, Fr. Jan was there for his faith community,? Kevin Fech said.

Now, a community, saddened by the loss of a leader in faith is hopeful prayers will see them through.

?We enjoy our faith community, we enjoy worshipping together and Fr. Jan will definitely be missed,? Angie Fech said.

Dallas-based Cypress Equities has bought a California retail property for an undisclosed amount as part of a diversification strategy.

The real estate development and investment firm purchased Glendale Marketplace, a 154,420-square-foot open-air retail center in Glendale, Calif.

This acquisition was a step in Cypress Equities strategy to develop, acquire and manage new and more diverse commercial properties throughout the U.S., CEO Chris Maguire said.

Dallas-based SRS Real Estate Partners, an affiliated company of Cypress Equities, will represent Cypress in leasing the property.

Cypress Equities is the 12th largest North Texas commercial developer, according to the Dallas Business Journal's latest research. In 2012, Cypress Equities was a finalist for the Dallas Business Journal's Best Real Estate Deals for its West 7th development in Fort Worth.

Kerry announces ?basis? for fresh Israel-Palestine talks

Israeli and Palestinian officials will meet soon in Washington to work out final details on relaunching Mideast peace negotiations for the first time in five years, US Secretary of State John Kerry said.

The announcement fell short of an outright resumption of the talks, which would tackle the toughest issues of the Israeli-Palestinian conflict. But after days of meeting with both sides, Kerry told reporters in the Jordanian capital they had agreed on ?a basis? for the talks.

?The agreement is still in the process of being formalised,? Kerry said, refusing to give any details on what had been agreed so far. ?If everything goes as expected?, Israeli and Palestinians negotiators will hold initial talks ?within the next week or so?, he said.

Palestinian President Mahmoud Abbas, who met with Kerry in the West Bank town of Ramallah earlier yesterday, said ?lengthy talks... have resulted in the Palestinians accepting the resumption of talks?.

Abbas said ?some details still need to be worked out?, but Israeli and Palestinian officials could be invited to Washington for talks in the coming days.

The issue of basis of the negotiations has been a major impediment to resuming the talks.

On Thursday evening, the Palestinian leadership balked at dropping a main condition: They demand a guarantee that negotiations on borders between a Palestinian state and Israel would be based on the cease-fire line that held from 1949 until the 1967 war, when Israel captured the West Bank, Gaza Strip, and east Jerusalem. Israel rejects preconditions on the talks.

The announcement suggested the question had been resolved. Still to be worked out are the agenda of the final status negotiations and the process. Previous Israeli governments twice negotiated on the basis of the 1967 lines, but no accord was reached.

While Kerry has not publicised details of his plan, an Arab League decision on Wednesday to endorse his proposal raised speculation that the Palestinians would agree.

If you enjoy having big questions woven into your entertainment there are two things ? one on TV one in the theater ? for you to watch for this year. And I mean questions of existence, meaning, faith and ethics, not just ?How?d they do that?? More on those in a minute.

A busy Friday included panels for SyFy?s Defiance, TNT?s Falling Skies, Riddick, strange science videos, new book releases from Penguin, and a preview of the CW?s new fall show The 100.

The 100
This new teen drama from The CW has the same feel as The Secret Circle. 100 years after humanity fled an irradiated Earth, a group of 100 delinquent teen prisoners is sent back to Earth to see if it?s habitable. Early on we learn of the politics that lead to the decision as well as the dangers facing the teens on their first trip to Earth.

If it can build smart, full characters this one should be popular with the younger set of Hunger Games fans.

FALLING SKIES

I love this show, which stands out in a TV landscape littered with post-apocalyptic shows these days.

Geek god Wil Wheaton hosted this panel with cast and crew, delighting fans with his patented Wheaton charm. At the end of the Q&A he said ?Last question. All of you in line make your sad face and get out.? I?m starting to understand why Sheldon Cooper hates the guy.

Falling Skies cast and writers shared their appreciation for their solid fan base, paying heed to the difference between fans of a show and the kind of communities that some shows are blessed with. It took a while for this show to grow its fan base and you can sense their gratitude for those who have spread the word.

They showed a clip from this upcoming Sunday?s episode that makes this one a MUST SEE. If you follow the show, just know that the entire room erupted into extended cheers and applause. You?ll know the moment when you see it.

ENDER?S GAME

Someone asked recently what one book I?d give to everybody as required reading. My answer was Ender?s Game by Orson Scott Card. Written in 1985 it?s been through years of false starts in Hollywood largely due to Card?s tight grip on the material. And he?s holding on to it for good reason. Card knows what he has in this important work and how easy it would be to screw it up in our current culture of filmmaking. As a battle story, any director with a set could turn this into a war movie, which would rob the material of its intent and the audience of the story they deserve.

Set on future Earth, Ender?s Game?is the story of bright children taken from their homes to train to defend the world. The story is rich and satisfying, by turns moving between global, interpersonal and family politics.

Just a few of the themes include choice and consequences, the greater good, and how the ends justify the means. As a reader it left me content yet bothered, happy with the payoff of a good story while wanting more concrete answers from my own heart about mankind.

Orson Scott Card is well known as an outspoken conservative Mormon and his faith beliefs underpin the all his work. (The LGBT community is actively protesting the film.) Not through preachy moral lessons but in the way he asks big questions. He doesn?t always answer them, but presents smart options and opinions as thought through by the characters.

Summit Entertainment hit the jackpot when they landed this film in a completely different way than with Twilight. They scored an all star cast including Harrison Ford, Abigail Breslin, Viola Davis, Ben Kingsley,and Asa Butterfield (Hugo) as Ender.

From the footage I?ve seen I have high hopes for the quality of the film and am crossing my fingers that they?ve left the material intact. Look for Ender?s Game in theaters November 1st. And please, please read the book first.

HELIX

If you?re looking for TV that means something, Helix is a new SyFy show entering production this week, set to premier early in 2014. Produced by Ronald D. Moore, the story takes us to the Arctic Circle where a virus has locked down the staff of a remote biologic research facility.

The story was written by former development banker Cameron Porsandeh, who has scored a dream producing team of Steven Madea (LOST) and Ron Moore (Battlestar Galactica) for his first show.

Porsandeh grew up in an ultra conservative home with a Jehovah Witness mother and Iranian father. He didn?t come to pop culture until later in life when LOST and BSG became two of his favorite shows.

He knows he?s living any writer?s dream and says that while he loved the work he did with the World Bank, he believes there are many ways to contribute, storytelling being one he wants to try. He describes the show as a story that starts with infectious disease as the first layer of the onion. So much more is happening on the research station that goes deeper and deeper.

Ron Moore is arguably the best writer/producer working today with themes of life, meaning, faith and humanity. His work is meant for mature audiences, not only because it usually contains some provocative moments but because it asks the viewer to invest thought and wrestle with uncomfortable questions. These aren?t Sunday School stories. He never goes overt with his own beliefs but crafts stories with mass appeal across a variety of value systems.

And for all these reasons he ? even more than Joss Whedon, Carlton Cuse or JJ Abrams ? is the writer/producer whose projects I wait for impatiently. It?s worth the time and effort for a show that makes you think about your own big questions.

DEFIANCE

If you?re not watching SyFy?s Defiance, consider giving it a look. Another show set in post apocalyptic America it has a completely unique look and feel from Falling Skies or Revolution. In this next season the show will continue delving into the origin stories of the eight alien races and the dance of their communal existence.
