Facebook explains how the fresh News Feed came to be like poker for social updates

Facebook made a sharp break from tradition when it unveiled the simplified News Feed, but how did it get there? As the social network's Jane Justice Leibrock has just explained, it was as simple as shuffling cards. Well, almost. Leibrock gave focus group subjects a stack of cards reflecting their recent social updates and asked them to pick the cream of the crop as well as sort the rest into groups. The results led to the filtered approach that's rolling out now: users tend to gravitate toward specific categories such as close friends, photos and direct interests, rather than piling everything together. As often as people accuse Facebook of launching surprise changes, it's clear that the News Feed revamp involved at least some deliberation.

(AP) ? A man on trial for the gang rape and fatal beating of a 23-year-old student aboard a New Delhi bus committed suicide in an Indian jail Monday, police said, but his lawyer and family allege he was killed.

Ram Singh, who was accused of driving the bus during the December attack, was under suicide watch in a cell with three other inmates at New Delhi's Tihar Jail when he hanged himself with his own clothes about 5:30 a.m., police officials said. His death in custody raised further questions about a criminal justice system already under attack for failing to protect the nation's women.

"It's a grave incident," Home Minister Sushilkumar Shinde said. "It's a major lapse."

The government had ordered a magistrate's inquiry and would take action after it received the report, he said.

Singh, 33, had been among five defendants facing the death penalty if convicted of the rape attack, which horrified Indians and set off national protests. A sixth accused is being tried and jailed separately because he is a juvenile.

Ram Singh's family and lawyer alleged foul play in his death.

"There were no circumstances which could have led to Ram Singh committing suicide. There was no mental stress. He was very happy," his lawyer V.K. Anand said. Lawyers for the defendants had previously accused police of beating confessions out of the men.

Indian jails have a reputation for overcrowding, poor management and brutal treatment of inmates.

Ram Singh's father, Mangelal Singh, said his son had been raped in prison by other inmates and had been repeatedly threatened by inmates and guards. Nevertheless, he said he visited his son four days ago and the man appeared fine and gave no hint of any despair that could drive him to take his own life.

Ram Singh also had a badly injured hand and would have been unable to hang himself, his father said, speaking from outside his small home in a New Delhi slum.

"Somebody has killed him," he said, saying he would push for a top-level investigation into the death.

Mangelal Singh said he feared for the safety of another son who is also on trial in the rape case.

The defendants were being housed in separate buildings on the jail grounds and were all under suicide watch, a jail official said on condition of anonymity because he was not authorized to speak publicly on the matter.

During a news conference, Shinde declined to say how Ram Singh could have managed to kill himself without alerting the other three inmates in his small cell or the guards who were supposed to be monitoring him under a suicide watch.

Vimla Mehra, the director general of the jail, declined to release details of the incident.

"The inquiry is being conducted and it would be premature to make any statement about the details of the incident," she said.

The rape victim and a male friend were attacked after boarding the bus Dec. 16 as they tried to return home after watching a movie, police say. The six men, the only occupants of the private bus, beat the man with a metal bar, raped the woman and used the bar to inflict massive internal injuries to her, police say. The victims were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital.

The attack set off nationwide protests about India's treatment of women and spurred the government to hurry through a package of laws to protect them.

Singh's death comes as the trial was deep underway, with another hearing scheduled for Monday. The four surviving defendants were produced in court, but left after a short time because of an attorney's strike.

Vivek Sharma, a lawyer representing another defendant, said he planned to ask the court to provide greater protection for his client.

"In a high-security jail, an occurrence of this kind is highly condemnable. It raises the serious issue of security of the accused persons in the jail," he said.

"My clients don't feel safe in Tihar jail," said another defense lawyer, A.P. Singh.

K.T.S. Tulsi, a former top lawyer in the office of the solicitor general of India, said the suicide should have no impact on the trial, which is being held in a closed courtroom under a gag order that prevents news organizations from publishing details of the proceedings.

He said the death highlighted how important it is for society not to demonize people who have been accused but not convicted of crimes.

"It is so unfortunate that the media goes on to presume that they are guilty and goes on to condemn them and demonize them to an extent that it makes the life of these people not worth living," he said.

In 2011, 68 inmates in India killed themselves and another eight were killed by fellow inmates, according to India's National Crime Records Bureau.

Tihar Jail is badly overcrowded with nearly twice as many prisoners as it was designed to hold. Jail authorities have been working to soften its reputation in part by selling TJ's cookies baked by the inmates to the public.

German exports start the year strongly

(AP) ? Official figures show that German exports began the year strongly with a 1.4 percent rise in January over the previous month.

Exports rose to ?91.9 billion ($120.3 billion) in January from ?90.6 billion in December 2012, according to figures Monday from the Federal Statistical Office, which adjusts values for calendar and seasonal effects.

With imports up 3.3 percent to ?76.2 billion, Germany had a trade surplus of ?15.7 billion in January.

Compared to January 2012, exports were up 3.1 percent in unadjusted terms.

Despite the ongoing financial crisis, exports to the European Union rose 2.1 percent over the year, while exports to the other 16 countries that use the euro grew 0.4 percent.

Those increases were dwarfed by the 4.5 percent rise in exports to countries outside the 27-country EU.

N. Korea hit with sanctions despite threats

UNITED NATIONS (Reuters) - In response to North Korea's third nuclear test, the U.N. Security Council voted on Thursday to tighten financial restrictions on Pyongyang and crack down on its attempts to ship and receive banned cargo in breach of U.N. sanctions.

The U.S.-drafted resolution, approved unanimously by the 15-nation council, was the product of three weeks of negotiations between the United States and China after North Korea's February 12 test.

U.N. Secretary-General Ban Ki-moon, a former South Korean foreign minister, said the resolution "sent an unequivocal message to (North Korea) that the international community will not tolerate its pursuit of nuclear weapons."

The resolution specifies some luxury items that North Korea's elite will not be allowed to import, such as yachts, racing cars, luxury automobiles and certain types of jewelry. This is to close a loophole that previously allowed countries to decide for themselves what constitutes a luxury good.

The export of luxury goods, and items related to Pyongyang's nuclear and missile programs, to North Korea has been prohibited since 2006, though diplomats and analysts say the enforcement of U.N. sanctions has been uneven.

"The strength, breadth and severity of these sanctions will raise the cost to North Korea of its illicit nuclear program and further constrain its ability to finance and source materials and technology for its ballistic missile, conventional and nuclear weapons program," said U.S. Ambassador to the United Nations Susan Rice.

"When North Korea tries to move money to pay for its nuclear and ballistic missile programs, countries must now block those transfers even if the money is being carried in suitcases full of bulk cash," she said.

China's Ambassador Li Baodong reiterated Beijing's calls for a resumption of the stalled six-party aid-for-disarmament talks between the two Koreas, United States, China, Russia and Japan.

Ambassador Li Baodong told reporters. "The top priority now is to defuse the tension, bring down heat, focus on the diplomatic track."

NOT A DAY FOR DIALOGUE

Rice also reacted to North Korea's latest volley of bellicose rhetoric, in which it threatened the United States with a preemptive nuclear strike.

"North Korea will achieve nothing by continued threats and provocations. These will only further isolate the country and its people and undermine international efforts to promote peace and stability in northeast Asia," Rice said.

Russian Ambassador Vitaly Churkin called for restraint and an end to the threats. "Let's keep our minds cool and keep focused on the need for the only possible rational course of action, and that is returning to six-party talks," he said.

But South Korea's Ambassador Kim Sook said that negotiations with Pyongyang were not Seoul's priority at the moment: "Today is not the day for talking about dialogue."

The success of the new measures, council diplomats say, will depend to a large extent on the willingness of North Korea's ally China to enforce them more than it has done in the past.

Council diplomats say the point of the new measures is to bring the North Korea sanctions regime more in line with tough U.N. measures in place against Iran.

They say the U.N. sanctions regime against Iran over its nuclear program, which Western powers and their allies say is intended for making weapons but Tehran says is peaceful, has been more effective than the restrictions on Pyongyang. That, they say, is why they used the Iran measures as a model.

Pyongyang was hit with U.N. sanctions for its 2006 and 2009 nuclear tests, measures that were subsequently tightened and expanded after several rocket launches. In addition to the luxury goods ban, there is an arms embargo on North Korea, and it is forbidden from trading in nuclear and missile technology.

The resolution also expresses the council's "determination to take further significant measures in the event of a further DPRK (North Korean rocket) launch or nuclear test."

It imposes an obligation on the United Nations' 193 member states to block any financial services or monetary transfers that "could contribute to the DPRK's nuclear or ballistic missile programs."

It also adds a binding obligation on countries to "not provide public financial support for trade with the DPRK" if it could in any way support North Korea's nuclear or missile work.

Mortgage Applications Increase as Rates Drop in Latest MBA ...

WASHINGTON, D.C. ? March 6, 2013 ? (RealEstateRama) ? Mortgage applications increased 14.8 percent from one week earlier, according to data from the Mortgage Bankers Association?s (MBA) Weekly Mortgage Applications Survey for the week ending March 1, 2013.

The Market Composite Index, a measure of mortgage loan application volume, increased 14.8 percent on a seasonally adjusted basis from one week earlier. On an unadjusted basis, the Index increased 15 percent compared with the previous week. The Refinance Index increased 15 percent from the previous week and was at its highest level since mid-January. The seasonally adjusted Purchase Index also increased 15 percent from one week earlier and was at its highest level since the week ending February 1. The unadjusted Purchase Index increased 18 percent compared with the previous week and was 17 percent higher than the same week one year ago.

The refinance share of mortgage activity was essentially unchanged from the previous week at 77 percent of total applications. The adjustable-rate mortgage (ARM) share of activity was unchanged at 4 percent of total applications.

The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances ($417,500 or less) decreased to 3.70 percent from 3.77 percent, with points decreasing to 0.39 from 0.48 (including the origination fee) for 80 percent loan-to-value ratio (LTV) loans. The contract rate was at its lowest level since the week ending January 25, 2013. The effective rate decreased from last week.

The average contract interest rate for 30-year fixed-rate mortgages with jumbo loan balances (greater than $417,500) decreased to 3.80 percent from 3.93 percent, with points remaining constant at 0.37 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

The average contract interest rate for 30-year fixed-rate mortgages backed by the FHA decreased to 3.47 percent from 3.54 percent, with points decreasing to 0.33 from 0.41 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

The average contract interest rate for 15-year fixed-rate mortgages decreased to 2.96 percent from 3.03 percent, the lowest contract rate since the week ending January 25, 2013, with points increasing to 0.36 from 0.34 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

The average contract interest rate for 5/1 ARMs decreased to 2.55 percent from 2.65 percent, with points increasing to 0.37 from 0.36 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

Barry McCaffrey served in the United States Army for 32 years and retired as a four-star general in 1996. He was the commander of all U.S. troops in Latin America, a commander in the Gulf War, served two tours in Vietnam, and was assistant to Colin Powell at the National Security Council.? UFC light heavyweight champ Jon Jones welcomes new contender ? his newborn daughter

UFC light heavyweight champion Jon Jones sent out a tweet early Monday morning that he would soon have big news to share. Would it be about his fight on April 27 with Chael Sonnen? Something about the latest episode of "The Ultimate Fighter?" Nah, it was much better than that. Jones shared the news that he and girlfriend Jessie Moses had welcomed their third child into the world.

Though Jones was beaming with pride and clearly happy to be there for the birth of his third daughter, he still is a fighter. They always hate to miss a workout.
